GOLF CART OPERATION
OPERATORS
Golf carts can only be operated in Arbor Springs on sidewalks or cart paths by:
Persons 16 years or older with valid drivers license.
Persons 12, 13, 14, & 15 may drive but must be accompanied in the front seat by a parent, grandparent, or legal guardian.
No one under 12 years of age may drive a cart.

Operation on Coweta County roads must comply with state and county requirements.
Golf carts violating the Association rules, state, or county laws are subject to fines and/or towing.
GOLF CART REQUIREMENTS
- A golf cart cannot have the ability to exceed 20 mph and must weigh less than 1,300 pounds.
- IMPORTANT: Any cart that has been manufactured or modified to have a maximum speed over 20 mph is considered an LSV, not a golf cart, and is subject to the regulations for LSV’s (below).
- Golf carts must not exceed 20 mph on any street.
- Golf carts must be insured.
- Golf carts must have all the following equipment:Headlights and tail lights
- Brakes
- Reverse warning device
- Horn
- Restraint for hips
- Handholds
- Rear view mirror
GOLF CART SAFETY
Sidewalks in Arbor Springs were designed in width to handle golf cart traffic with the exception of the sidewalk on Arbor Springs Plantation Drive. The sidewalks are not designed to accommodate speed. Each golf cart should be operated appropriate to conditions and in a safe manner.
The GOLF COURSE IS NOT an Arbor Springs Association Property. It is privately owned. Only those golf carts of club members approved for play through the Coweta Club may be operated on a golf course path or property.
Operate golf carts with the same caution as a car. Golf cart owners can be held criminally and civilly liable for acts committed on their carts.
Remain seated while cart is in motion.
No one may sit in the driver’s lap while cart is in motion.
Young children should sit flat in the seat to avoid injury from falling or being thrown from the cart.
All operators must abide by all traffic regulations applicable to vehicular traffic.
Slow down when approaching other path users, curves, or intersections.
Use caution when crossing streets or driveways. Stop cart if autos are approaching.
Golf carts driven at night must be equipped with functional headlights and taillights.

GOLF CART INSURANCE
Most homeowner insurance policies do not cover golf carts off the homeowner’s property. This can be a significant liability to golf cart owners involved in accidents. Golf cart insurance is inexpensive and offered by local insurance companies. Golf cart owners are STRONGLY ENCOURAGED to obtain this liability insurance.
LSV's and ATV's
LSV’s must have all of the following equipment:
- Vehicle ID number (VIN)
- Front and rear turn signals
- Driver-side exterior rear-view mirror
- Passenger-side inside or outside rear-view mirror
- Tail lamps
- Brake lamps
- Headlights
- Seat belts on every seat
- LSV’s must be registered and insured.
- The operator of an LSV:Must be a licensed driver in Georgia
- There is no provision allowing an unlicensed driver to operate an LSV, even if they are accompanied by a licensed driver.
- Must carry their driver’s license and proof of insurance when driving
- Must not have any alcoholic beverages in the vehicle, open or closed
- LSV’s may only be operated on streets with a maximum speed limit of 35 mph.
ALL-TERRAIN VEHICLES (ATV’S)
- With one exception (below) ATV’s may only be operated off-road on private land, or on public trails that have been specifically designated for ATV’s. Certain rules apply even for off-road use:The land must be specifically designated for off-road vehicle use.
- The land must be specifically designated for off-road vehicle use.
- The landowner must give permission to the ATV driver for such use.
- Please note that the Coweta Club golf course has specifically denied permission to use ATV’s or golf carts on its property.

- Exception: ATV’s can be operated on county roads (including streets in Arbor Springs) only if all the following conditions are met:The vehicle must be equipped with specific safety equipment, including brake lights, lights, turn signals, reflectors, a windshield, and possibly other equipment.
