Golf Course Walking

chevron_rightIs walking on the Golf Course path allowed? A: The Coweta Club Golf Course is private property. They have the right to remove anyone from their property.However, the owner usually does not object to walkers on the course when there is no play on the course, e.g., prior to 8AM, after dusk, or when the course is closed for inclement weather or a holiday. If on the course, when there is no play, you must not interfere with any maintenance being performed.If you are walking a dog you must have a “poop” bag and clean/remove any fecal matter.2/4/2026

Lakes

chevron_rightAre boats allowed on our lakes? A: Yes, boats are allowed on our lake but must meet these rules.
- No boats other than those belonging to property owners and guests are allowed on the lakes
- Boats must be of a size that may be hand carried from a public access area to the water
- No trailers are allowed
- Paddle boats, canoes, and other flat bottomed small craft are permitted, but pontoon boats, floating docks, rafts, or sailboats are prohibited
- Only manual power (oars, paddles) or small electric trolling motors are acceptable
- Boats may not be operated within 30 feet of the shoreline except for public access areas
- Outside storage of boats is not allowed. Boat storage structures must be approved in advance by the ACC.

chevron_rightWho is responsible for the level of the lakes? A: HOA works with engineers, qualified companies and many volunteers to maintain the health and beauty of our lakes. There are several reasons why the level of the lake will rise and fall. A few reasons could be:
- Amount of rain level over time
- Depth of the bottom of the lake – has it been dredged lately, does it need dredging
- Weed control
Members are advised that:1. The HOA has the right to raise or lower the water level of the lake without notice. Such actions may affect the operation of a well or pump2. The HOA has a “recreational easement” to use any lake and has the right to promulgate rules and regulations for lake use3. Irrigation wells and lake pumps are subject to numerous government regulations. The member is solely responsible for ensuring that all such regulations have been fully satisfied before putting a well or pump into operation2/4/2026
Landscaping

A: Lawns must be mowed regularly, and the height of the grass must be maintained at:3” or less for Bermuda5” or less for fescueWithin the appropriate range for other species of grass.Weeds in lawn and beds must be minimized so as not to be unsightly.Sidewalks and driveways must be edged regularly and must present a neat appearance.Sidewalks and driveways must be cleared of leaves and other natural debris as needed.Mulch in landscape beds and other unsodded areas must be reapplied as necessary to maintain ground cover.Foundation plantings (shrubs/bushes) in the front of the house are required.Shrubbery must be pruned/maintained at least twice annually.Go to Landscaping for more detail.2/4/2024

chevron_rightWhat is minimally required for landscape planting and design? Q: What is minimally required? (This could require ACC Aproval)A: All areas not devoted to structures, site features and natural vegetation must be landscaped.
- Front yards and Right of Ways (including side yard on corner lots) must be sodded from lot line to lot line with a built-in irrigation system.
- Installation or modification of landscaping requires the same process of design, planning, application and review process that is required for the construction of a structure. This includes tree removal, or any changes that could impact adjacent or neighboring lots. Outdoor post mount lighting must be included in the landscape plan. (please submit a plan to the ACC if an approval is required)
- Lot improvements and structures must be located such that disturbance to the natural topography of the site is minimal, the number of mature trees is maximized, and trees located in lot setback areas are protected.
- Foundation shrubs with a minimum of an 18-inch spread must be planted in mulched beds on the front of the house/structure with street facing elevations.
- Minimum plant size is a 5-gallon container for lower growing varieties.
- Shrubs or small trees, with permanent stems, that will reach a minimum height of 5 feet must also be planted in the mulched beds on the front corners of the house/structure.
- A minimum of 3 shrubs/small trees will be required to provide midlevel landscaping height. Minimum plant size is a 7- gallon container.

chevron_rightNoise Restriction/Quiet Enjoyment (Coweta County Noise Ordinance) **For Active Noise Complaints, please call 770-254-3911 (Coweta County E-911 Center)**The purpose of the noise ordinance is to protect the peace and quality of life in Coweta County residential areas by limiting disruptive noise, especially during nighttime hours. The ordinance only applies to unincorporated areas of Coweta County.Quiet hours are daily from 10:00 p.m. to 7:00 a.m. During this time, no noise should be heard from inside a home more than 100 feet away or in outdoor areas, like porches or yards, more than 300 feet away.Please refer to the Coweta County Noise Ordinance for full information.2/4/2026

A: Permanent and portable basketball hoops must be in the side driveway area near the garage and behind the front corner of the house. The basketball hoop cannot be placed in any street or cul de sac. Backboards or hoops may not be mounted on homes, garages or fences.Other recreational equipment like skate board ramps, kiddie pools, toys trikes, etc, can be located in the driveway, but not in any street or cul de sac and be removed and stored when not actively being used.Batting cages, golf cages, sports courts, and tennis courts are not allowed.2/4/2026

chevron_rightDo I need ACC approval for my outdoor play structure? A: It depends. Play structures mut be natural in color, same color as the deck or existing house material. If the play structure is not visible from both the street and any nearby lots, the color restriction can be waived. Additional landscape material for screening may be required. Arbor Springs follows Coweta County Animal Services Ordinance which states “When a dog is off the premises of the owner, the dog must be controlled by means of a leash. A: Arbor Springs follows Coweta County Animal Services Ordinance which states “No person shall keep or maintain a dog or any other animal that barks, howls, or otherwise makes or causes noise in an excessive, continuous, or untimely fashion. Excessive shall mean noise that is discernible and can be heard inside a neighboring residential dwelling by persons of ordinary sensibilities. The court shall consider untimely fashion in individual cases and in general, consider hours that persons are at rest.”2/4/2026
Rentals

A: Arbor Springs is zoned by the county as "Single family homes, residential lots", not multiple use lots.We do allow long term rental of the home for residential single family purposes.The HOA Covenants and county law do not allow unauthorized use of the property. Examples but not limited to unauthorized use: rental for business purposes; short term rental of; house, pools, pool house, Assessory Dwelling Unit, Cottage, business in home which increase traffic, noise, activity, external activity is not allowed by the HOA or County.2/4/2026
Signs

chevron_rightAre signs (e.g., For Sale, Open Houses, Political, Construction Company, Garage Sales) allowed in our own yards? A: The Arbor Springs Covenants clearly provide that no signs are allowed on lots with limited exceptions (below). The Arbor Springs’ sign restrictions reflect the same objective as the Coweta County Ordinance. (Section 58-2}. That ordinance observes that because signs can “adversely impact the aesthetic quality of a community,” sign limitations can “protect property values of nearby public and private property by minimizing possible adverse effects and visual blight caused by signs.”The limited sign exceptions observed in the past are: temporary sign providing information about an HOA event (4th July Member parade), signs required for legal proceedings; one For Sale sign per lot while the property is for sale; directions signs for vehicular or pedestrian safety, developer signs for subdivision marketing and; a political sign in support of a candidate during the elections season (removed post-election). The election signs are allowed during the limited elections season as an expression of First Amendment right to free political speech.All other signs are prohibited. Please help us maintain the uncluttered aesthetic quality of our community by complying with the sign restrictions.2/4/2026
Street Lights
Vehicles: Carts, LTVs and ATVs

chevron_rightCan golf carts be driven by teenagers on the street? A: Carts may only be operated in Arbor Springs on sidewalks or cart paths by:
- Persons 16 years or older with valid drivers license.
- Persons 12, 13, 14, & 15 may drive but must be accompanied in the front seat by a parent, grandparent, or legal guardian.
- No one under 12 years of age may drive a cart.
Carts may not be operated on the property of the Coweta Club golf course, which is privately owned.Sidewalks in Arbor Springs were designed in width to handle golf cart traffic with the exception of the sidewalk on Arbor Springs Plantation Drive. The sidewalks are not designed to accommodate high speed. Each golf cart should be operated appropriate to conditions and in a safe manner.Rules of operation:- Members must operate golf carts with the same caution as a car
- Remain seated while cart is in motion.
- No one may sit in the driver’s lap while cart is in motion.
- Young children should sit flat in the seat to avoid injury from falling or being thrown from the cart.
- All operators must abide by all traffic regulations applicable to vehicular traffic.
- Slow down when approaching other path users, curves, or intersections.
- Use caution when crossing streets or driveways.
- Stop cart if autos are approaching.
- Golf carts driven at night must be equipped with functional headlights and taillights.
Members are advised that:The use of golf carts and similar low-speed vehicles (“Carts”) is governed by numerous county and state laws. Members are strongly encouraged to review these laws before operating a golf cart in the neighborhood.Go to Golf Carts for more detail.2/4/2026 -
chevron_rightWhat’s the difference between a LSV (Low Speed Vehicle) verses an ATV (All Terrian Vehicle) be driven in Arbor Springs? LSV’s must have all of the following equipment:
- Vehicle ID number (VIN)
- Front and rear turn signals
- Driver-side exterior rear-view mirror
- Passenger-side inside or outside rear-view mirror
- Tail lamps
- Brake lamps
- Headlights
- Seat belts on every seat
- LSV’s must be registered and insured.
- The operator of an LSV:
o Must be a licensed driver in Georgiao There is no provision allowing an unlicensed driver to operate an LSV, even if they are accompanied by a licensed driver.o Must carry their driver’s license and proof of insurance when drivingo Must not have any alcoholic beverages in the vehicle, open or closedo LSV’s may only be operated on streets with a maximum speed limit of 35 mph.ATVsWith one exception (below) ATV’s may only be operated off-road on private land, or on public trails that have been specifically designated for ATV’s. Certain rules apply even for off-road use:o The land must be specifically designated for off-road vehicle use.o The landowner must give permission to the ATV driver for such use.o Please note that the Coweta Club golf course has specifically denied permission to use ATV’s or golf carts on its property.· Exception: ATV’s can be operated on county roads (including streets in Arbor Springs) only if all the following conditions are met:o The vehicle must be equipped with specific safety equipment, including brake lights, lights, turn signals, reflectors, a windshield, and possibly other equipment.o The ATV must be insured.o The ATV must be registered.o The driver must wear a helmet.o The driver of the ATV must be a licensed driver in Georgia.There is no provision allowing an unlicensed driver to operate an ATV, even if they are accompanied or supervised by a licensed driver.2/4/2026
